[/quote] Could be for reliability and interchangeability.. the spoken word can be decoded by any human with the red book and authentication tables.. the packet modes would require some other complex gear (much like a pactor)that would add to the complexity of the system and also packet modes are not as fool proof as phonetics sent in the blind and picked up by the Mark-I human ear. Radio-tard here. Been listening to shortwave all day and the military has been sending an abnormally high amount of EAMs (Emergency Action Message)Most have been from Andrews AFB and Offut AFB
