Thank you for the bump. I wish I was able to decode them. If anyone has a sideband capable shortwave receiver tune to 11175KHz and 8992KHz as it begins to get dark. Mode is USB. I haven't heard one in about 20 minutes now.

They cannot be decoded as they are not code.  They might as well just say, "execute instruction 5" as these messages reference pre-written instructions.  Unless you've got their book of instructions, they could mean anything.

Exactly.. if you dont have the book (current distro) then "21Z" has absolutely no meaning. I would be worried if they also [b][u]begin transmitting authentication as a footer[/u][/b] to the msg.

The spoken EAM's are encrypted keys.

Still strange why they voice transmit them versus using digital means.

Could be for reliability and interchangeability.. the spoken word can be decoded by any human with the red book and authentication tables.. the packet modes would require some other complex gear (much like a pactor)that would add to the complexity of the system and also packet modes are not as fool proof as phonetics sent in the blind and picked up by the Mark-I human ear.

Data packets can also be subverted and replaced....much more difficult to spoof spoken voice codes.

Original Message Radio-tard here. Been listening to shortwave all day and the military has been sending an abnormally high amount of EAMs (Emergency Action Message)Most have been from Andrews AFB and Offut AFB
