[/quote] In Mexico all non-citizens will be provided rather basic emergency care in the public system, but they will be charged for that, although the total bill will be just a small fraction of what it would be in the US or Canada. Better for the non-citizen to pay out of pocket if they can, at 1/10th the cost on the average, although one may choose private medical care on par with US or Canadian standards, and still pay about 1/10th the cost. The cavet is that each person needs to be responsible for their own health care decisions, because it is difficult to sue a doctor, unless you can prove outright malice. I know these things because I deal with dozens of visiting paragliding pilots from the US, Canada, and Europe every year, and there are often accidents, sometimes serious, and I am usually the one responsible for EMT and accompanying them to the hospital. I can air-lift people by helicopter to the best hospital in Mexico City if needed. I am familiar with all the ins and outs of foreigners dealing with the medical system here. I also have a number of visitors who come here for dental implants, at 1/10th US costs. [/quote]
