Throughout history, since the upwelling of Islam as the primary national religion in those Middle Eastern countries whose inhabitants are primarily Arabic, that religion has also become the cultural/political system of those countries.  Beyond being a religion, Islam is also a political system.

Perhaps you could name those Middle Eastern countries (Israel does not count), since Islam's rise, that have have been Buddhist, Hindu, Christian, Jewish, or otherwise not ruled by the rules of Islam.
