He was referring to his dead husband and president of Argentina Nestor Kirchner.

Cristina Kirchner is the current president of Argentina.
Her husband (RIP) Nestor Kirchner was the previous president of Argentina.
Uruguay's President José Mujica was caught referring to Cristina Fernández as "that old lady" by an open microphone when giving a press conference in Sarandí Grande, Uruguay this morning and when talking about the lately tensed commercial relationships between the two neighboring countries.
Thus, Mujica was referring to the series of restrictions and protectionist policies implemented by the Argentine governemnt lately that have, according to Uruguay, undermined its economy, when he explained that dealing with Argentina has never been an easy task, not even in times of late president Néstor Kirchner and said: "The old lady is worst than the one-eyed."
Sources at the Government House have already revealed that Mujica's comments surprised averybody and that the Foreign Ministry is already evaluating to summon the Uruguayan Ambassador to ask for an explanation.
