America's forces have not been resistant to EMPs since Reagan was in office and the Cold War was a threat. Our forces have gradually been weakened against electronic attack. Tell the troops to go online and research how to do it themselves as a mandatory project if you actually care. Order it as a project, at least.

This is necessary for forces on the WEST COAST past the Rocky Mountains, and SOUTHWESTERN forces. These come first.

New York and Chicago may be attacked as a decoy.

At best, you do it and nothing happens because plans have been thwarted.
