Can anyone enlighten me as to what the hell is going on with his face?

I was just bored, waiting for a friend to get online, and decided to browse pictures on Google of various military dudes and gals, and came across this. I have have no Photoshop skills nor the skills to edit photos.

Notice his extremely pale skin as well as the enlarge brow and spacing between the eyes.
