I think you are confusing a "charitable hospital" with a regular hospital that accepts people with no insurance.  A charitable hospital is like St. Jude's that accepts critically ill children regardless of insurance and is not financed by the State or Federal government.  These are the hospitals that Obama wants to control now because they are exempt from ACA.  These exemptions aren't part of the original plan that Obama wanted but had to allow due to pressure.

The hospitals you are referring to are either State run or they are teaching hospitals where the abuse has occurred. Now these hospitals will have to be a part of Obamacare, but their funding has increased dramatically.
