BOVINA, N.Y. -- Authorities have told residents of a Delaware County town to stay inside and lock their doors as police negotiate with a man with a gun late Sunday afternoon.

She said that the man has been surrounded and police are trying to get him to surrender. There was no information available about whether he's in a building or outdoors.
