The system isn't about monitoring for incoming asteroids or anything, it's for monitoring satellites in low earth orbit and alerting satellite operators when necessary to avoid collisions. The radar being shut down is not the only system that conducts the monitoring and the remaining systems will be picking up the slack while a replacement system is being built. The only catch is this; the replacement system is on hold pending review as well. Hopefully they'll get it back on track soon but in the meantime we're not flying blind, we're just flying with fewer sensors doing the monitoring of satellites and orbital debris. This is mind boggling stupid, to save 14 million they are shutting down the space surveillance system that tracks objects in space.

Obviously they don't feel the need to track objects past October 1st.
I'd say something is up, they getting ready to bug out, and they don't want anyone to know about the incomings.
