Before you shout Racist consider this...
There is no arguing that Blacks were a mistreated minority in the US. Slavery and all that comes with it would shunt the growth of any culture.
White guilt laid the foundation which opened up many opportunities for Blacks, and even though seperatism was the preferred way of living and hatred carried over well into the sixties down south, Blacks were given far more incentives to succeed than Whites.
For example: Government backed low-cost home loans were offered to promote Black home ownership. Inner cities were the home of new schools supplied with state of the art educational materials (government funded). The United Negro College Fund provided low cost college education available only to Blacks
Welfare provided income to the sick, unemployed, or unemployable, while Food Stamps provided free food.
The Projects were created as a source of low income living quarters.
To say the Blacks squandered these opportunities is a vast understatement. Very few Blacks
A large number of Blacks defaulted on the low cost home mortgages and stripped the houses of anything sellable. As soon as the new schools were built, they were broken into, trashed, and the supplies (computers, etc.) were stolen to be sold. The stunning lack of Black owned businesses is a clear indication that few take advantage of the UNCF.
The Projects have become a war zone with daily gun fights over drug turf, and low income housing has become nothing more than a drug infested breeding ground where families live for generations with no desire to improve their lot in life or even leave.
So, given these motivators and making no effort to use them as stepping stones rather than stumbling blocks. the question remains...
