Original Message He raised spending on some agencies as much as 50% last year. Now he is out saying how he is going to cut spending on those same agencies by 1% and freeze their budgets.

And get this, by only freezing 1/6th of govt spending he can move programs around to different agencies to fund them. Breast cancer research will be funded in the defense budget.
