CAPE CANAVERAL — NASA plans to bring three decades of shuttle flights to an end this year after five more missions.
The agency's proposed budget for the 2011 fiscal year includes a $600 million cushion in case weather or technical issues delay the final flight, which is now targeted for launch Sept. 16.
