"In the second part, Butt discusses the reality of terrorist use or even a nation-state use of nuclear weapons to create an EMP blast. He accurately assesses that it's not really realistic to propose such scenarios due to the difficulty in carrying out such an attack successfully, and there's always the question of attribution. His view is that natural geomagnetic storms caused by solar activity are the greater threat and could do as much damage as the proposed scenarios in the EMP commission's report. He recommends that the United States monitor such geomagnetic storms in space, that it harden its electronic infrastructure, and that it should stockpile large electronic transformers in the event that the electronic infrastructure is crippled.
