No, I'd say that it's more of a Hollywood greed issue. Deliberately dividing the world into incompatible zones, so stuff that works in one place won't work in another. I suspect that it causes a lot of unwanted technical hassles.

I found about this the hard way back in the 90's when I brought half a dozen of my favorite VCRs from the US to the UK and they wouldn't work.
