In the Enterprise Series we get a whole new insight into the Vulcan Culture, we see that Star Fleet is a human invention, we find that while Vulcan's were present, they were not part of Star Fleet, but they were a force to reckon with. T'pol (First Officer of Archer's Enterprise) is still a member of Vulcan High Command and her roll is defined by the needs of VC to 'control' or guide human progress into space. From that we can see a future Spock also being pressed by a less obvious Vulcan High Command to help in guiding human exploration of space in the capacity of First Officer, having vast powers aboard the ship while still allowing humans to make a few mistakes and learn from those mistakes as they progress. In a way Vulcan's are our 'teachers' in the future. They present themselves and give us the virtue of their experience in space and dealing with various other cultures. While at first they halt our progress, preventing us from launching a full attack on the universe (Thus Archer's Father being kept from Warp 5 Tech and the enterprise being built and flown so far down the road from the first warp journey), Later they give us more and more reign. T'pol 'broke' the barrier and present us with the notion of a logical Vulcan as a Star Fleet participant. Spock later is a star fleet officer who's mixed culture gives him better insight into human nature.
