The music is NOT supposed to be at the same level as the talking because then you CANNOT hear the talking without straining. I've seen a number of otherwise good documentaries that were ruined because the background music was TOO LOUD. An example is the pinned movie thread right now (Old World Secrets). I had to turn it off after 1 minute because the background music is TOO LOUD. The music should only be at about 1/3 or 1/4 the volume of the dialogue. Sure, from time to time in the doc you can turn it up for a few moments for effect, but it should normally NOT BE COMPETING with the dialogue.
