Not having a piece of paper caused all of this.
Good work, OP. You've solved the mystery.
Now all they need to do is sign a permit and use it to clog the leak.

No, you probably don't.
It's not the piece of paper that makes it safe(er).
The permit requires an agency to come in and "check" things....like specifications and drawings of blow out preventers....that kind of stuff.

I don't believe in an agency permitting me with property I own.
