Unfortunately, I am unable to answer your question with any degree of certainty. Sometimes I think that people respond more to imagery than reason, and politicians exploit this weakness. The word "racial" creates an unpleasant image, and people respond negatively even though the law does not target a race, but merely those who break the law. The fact that all or most of those who break the law are of a particular race or nationality does not make the law racially motivated. In fact, to ignore the violations of law because all or most of the lawbreakers are of a particular race would be properly called racist. But that is besides the point since the politicians have successfully categorized enforcement of the law as racial profiling and to many people the title is more important than the book; image more persuasive than reason.

The problem is that we have forgotten how to think, but I do not know when or how it happened.
