I suggest the State of Arizona file a Writ of Mandamus against the President of the United States.

Basically, it's a lawsuit to force an government to "DO YOUR DAMN JOB".

A good judge will appoint a federal trustee (who works for the judicial branch) to do the job while the dept. of justice decides if they really want to go fishing down this road.
