If i were them i'd rather still be alive and eating lobster than go on the offensive.
I think
this...

...was a weapons platform.
I also think various "western governments" knew and killed the story to prevent mass panic.
But there was NO WAY the Norks could be allowed to achieve 'space superiority' ...just not gonna happen.
There is a nuke in geosynchronous orbit with Seoul... scary thought, but if you
publicly call out the Norks on it there's a chance they may hit the panic button themselves and drop the fucking thing... so you can understand why this would be kept secret.
So I think
this was a counter move to the NK orbital platform.

This was a USAF bird don't forget... a military mission.
I think the X37s secret mission was to covertly and undetectably disable the NK orbiting nuke but leaving all transponders intact and functional.
The X37 was unmanned but that could simply be a lie or it could have carried an R2 EVA robot and a LRR to perform and delicate operations.

With a setup like this you could literally, directly and physically
hack an orbiting satellite.
If all the transponders on the satellite continue functioning normally,
the ground has no way of knowing that something is wrong with their bird... dig?
I think the mission was successful.
Now the Norks are acting big because they think they still have their floating bomb and the west is just smiling and saying 'put up or shut up' safe in the knowledge that aforementioned bomb is now useless.
