The troops were requested by Arizona, they will provide support for the Border Patrol (extra eyes), not enforcement. No different than the capacity they previously have acted in on the border.

AZ has requested additional helicopters and drones too

Neither just as a operational support and training. This was done because the Republicans were pushing legislation to solve the border crossings and Obama wanted to stop it by using this poor excuse of a reason to say the federal govt. is taking care of the situation. Obama is just ensuring his muslim freinds can still get their supplies in our country.
