As I understand it, "born in the United States" language in the 14th Amendment used to be interpreted differently. Until I guess the early 1900's, anchor babies would not qualify. I think it may have been the standard the AZ bill proposes: one parent must be a US citizen.

They've got guts, but it's cleverly done. After all, they can issue whatever birth certificates they want. But the US could recognize them for citizenship purposes anyway.
