"We have not been able to stop the flow," BP PLC Chief Operating Officer Doug Suttles told reporters. "We have made the decision to move onto the next option." "This scares everybody, the fact that we can't make this well stop flowing, the fact that we haven't succeeded so far," Suttles added.
