I have noticed children tend to do exactly what you tell them not to do. It's like a challenge. when the child did that to his sister you should have told him, " your sister is older than you and you have to respect her at all times" then let him apologize to her. For hitting her you should give him time out for 5 minutes. It's not good to spank/swats. Just remember children tend to forget so you have to have patience and always remind them.
