No Amperes is by definition a basic natural measure, like time, mass and distance.


And how do you measure an ampere? Then tell me what is an ampere..



Basic natural measures are the measures you cannot define with other measures (you can't measure time with a ruler LOL). But you can measure time with other instruments. So what's time? Each natural measure has official definitions. 1 second is related to the time of disintegration of some kind of particle, don't remember exactly what it is. 1 Kg is the mass of some object which I think is on the British Royal Society (the so called kilogram padron)

The Ampere I don't know what it is. Maybe it's measured like you said. But it's a starting point unit with which other ones like the coulomb charge can be derived (in this case 1 C = 1 Ampère x 1 second).
