No it is not.
But there is no stopping people so afraid, that they'll need the illusion that there is some form wide national control, effecting all levels of society.
Because what is the alternative?
There is no control, it is out of control...
It is chaotical and near-unpredictable, and yet it is not?
That one of the supposed most secret control-systems, are widely known by anyone with internet and google?
What is more likely?
