Information provided by Nalco to EPA and the federal/BP task force on its website, known as the Deepwater Horizon Response, says that COREXIT EC9527A, contains three chemicals considered hazardous:

2-Butoxyethanol
Organic sulfonic acid salt
Propylene glycol


From what we can discern, the active molecule that does the dispersing is “organic sulfonic acid salt,” a generic term for class of chemicals. Its precise chemical name is apparently proprietary. We think that once a company, or the government, or both, decides to cover the sea with this molecule, it’s time to tell us what exactly it is.

The company’s disclosure statement says, “No toxicity studies have been conducted on this product.” It also says, “Based on our hazard characterization, the potential environmental hazard is: Moderate Based on our recommended product application and the product’s characteristics, the potential environmental exposure is: Low.” But how the company has reached that conclusion isn’t clear.

Corexit 9500, the newer formulation, is made without 2-butoxyethanol. According to the NRC report, Nalco developed Corexit 9500 because it discovered that “prolonged exposure to Corexit 9527 caused adverse health effects in some responders. These effects were attributed to its glycol ether solvent (2-butoxyethanol).”

Jackson told reporters that EPA permitted BP to spray the older product, Corexit EC9527A, in the early days of the spill until sufficient quantities of 9500 could be located. She described Corexit 9500 as “more effective and more environmentally friendly.”

However, it’s disquieting that the “material safety data sheet” for Corexit 9500 warns: “Do not contaminate surface water.” Also, the document says, “Component substances have a potential to bioconcentrate.”

The reason for "blackout" is most likely because the chemicals used are quite cheap, and probably account for about 5% of the sell price of the Corexit. If they divulged what was in it, it would cut them out of the loop or open them up to competition. This is true of many industrial chemical mixtures and the reason why things are kept secret.

What is claimed is:

1. A method for desalting a crude oil containing a brine of salt and water, the method comprising:

adding to the crude oil a chemical demulsifier formulation, the chemical demulsifier formulation being present in an amount ranging from about 1 ppm to about 10,000 ppm based on the weight of the crude oil and comprising:

(a) about 10 wt. % to 80 wt. % based on the weight of the chemical demulsifier formulation of a surfactant having the formula: ##STR5##

wherein R.sub.1 is H or an alkoxide of from 5 to about 20 carbon atoms; x is an integer of from about 8 to about 22 when R.sub.1 is hydrogen and from about 2 to about 5 when R.sub.1 is alkoxide; R.sub.2 is independently selected from the group consisting of H, (CH.sub.2 CH.sub.2 O).sub.m H, and (CH.sub.2 CH(CH.sub.3)O).sub.m H; R.sub.3 is independently selected from the group consisting of H, (CH.sub.2 CH.sub.2 O).sub.n H, and (CH.sub.2 CH(CH.sub.3)O).sub.n H; M and n are integers from 1 to 50; and y and z are integers ranging from 2 to 10; and

(b) about 90 wt. % to about 20 wt. % based on the weight of the chemical demulsifier formulation of a delivery solvent selected from the group consisting of dipropylene monobutyl ether, aromatic naphtha, isoparaffinic solvent, cycloparaffinic solvent, aromatic solvent, diethylene glycol monobutyl ether, benzyl alcohol, and mixtures thereof.

2. The method of claim 1 further comprising separating the brine from the crude oil and formulation under electrostatic desalting conditions at a temperature ranging from about 220.degree. F. to about 300.degree. F., at an electrostatic potential ranging from about 500 to about 5000 volts per inch and for a time ranging from about 15 to about 30 minutes.

3. The method of claim 1 further comprising:

adding wash water to the crude oil until the concentration of wash water in the crude oil ranges from about 1 vol. % to about 8 vol. % based on the volume of the crude oil, and then

separating the brine from the crude oil and formulation under electrostatic desalting conditions.

4. The method of claim 2 further comprising mixing the crude oil and formulation under opposed-flow conditions at a temperature ranging from about 20.degree. C. to 150.degree. C., for a time ranging from about 1 minute to about 50 hours, and at a viscosity ranging from about 1 cP to about 250 cP.

5. The method of claim 4 wherein the mixing power under opposed-flow conditions ranges from about 0.1 hp per 1000 gallons to about 3 hp per 1000 gallons.

6. The method of claim 3 further comprising mixing the crude oil and formulation under opposed-flow conditions at a temperature ranging from about 20.degree. C. to 150.degree. C., for a time ranging from about 1 minute to about 50 hours, and at a viscosity ranging from about 1 cP to about 250 cP.

7. The method of claim 6 wherein the mixing power under opposed-flow conditions ranges from about 0.1 hp per 1000 gallons to about 3 hp per 1000 gallons.

8. A composition comprising a crude oil containing a brine of salt and water and a chemical demulsifier formulation present in an amount ranging from about 1 ppm to about 10,000 ppm based on the weight of the crude oil, the chemical demulsifier formulation comprising:

(a) about 10 wt. % to about 80 wt. % based on the weight of the chemical demulsifier formulation of a surfactant having the formula: ##STR6##

9. The composition of claim 8 wherein the crude oil is a heavy or waxy crude oil.

10. The composition of claim 9 wherein R.sub.1 is H, R.sub.2 and R.sub.3 are (CH.sub.2 CH.sub.2 O).sub.10 H, x is 18, y is 8, and z is 7.
11. The composition of claim 10 wherein the delivery solvent is diethylene monobutyl ether.
