ETF. Gold is only worth what the fiat ETF sets the price to be.

Silver is an industrial / monetary metal. While there are silver ETFs when there is a shortage in silver no amount of ETF will cover it.

The belief is, at some point people will demand delivery of the ETF paper for physical. This assumes the bankers don't own most of the ETF.
