You are not missing anything in the equation, Cutting the riser supplied the heat, oil is not what is burning, they are (small) methane hydrate bubbles igniting. It can and does happen under water, I won't explain it again, nor do I care to. This is why things accomplished in this order, safest first. Now we are seeing what they were already painfully aware of. A shame for sure! By the way, relief wells are extremely unlikely to fix this either due to the nature of what they tapped into.
