Both.. Why would you want to live in a state where you can be stopped and asked for papers at will. Legal immigrants and Hispanic people will leave, I would.
Your asked for your lenience and registration and proof of insurance in every state. To not have one is illegal, and you have to face the consequences. I see absolutely no difference here.
