When you stick a camera in somebody's face and start to ask obnoxious questions of a person on his own time, then yes, I believe it to be harassment. There's a time and a place for press conferences and interviews. Beyond that, I think there should be open season on paparazzi who refuse to give public figures that private time (yes, I know the young dude called himself a student but he acts like a paparazzi so he is one).
