The burial from an aircraft carrier in the North Arabian Sea was videotaped aboard the ship, according to a senior defense official who spoke on condition of anonymity because a decision on whether to release the video was not final. The official said it was highly likely that the video, along with photographs of bin Laden's body, would be made public in coming days.

The swiftness of the burial may have raised suspicions but was in accord with Islamic traditions. Islamic scholars, however, challenged U.S. assertions that a burial at sea was an appropriate fate for a Muslim who had died on land.

UN Secretary General Ban Ki-Moon addressed an enlarged meeting of the Collective Security Treaty Organization’s Permanent Council at its Moscow headquarters on April 22. Analysts view this as an important milestone.

Russia has been working for years to win official international recognition for this supranational organization, especially from NATO and the United Nations. We have not yet had much luck with NATO, although its members’ attitudes are becoming more flexible as Afghanistan continues to destabilize.

Cooperation with the UN is expanding, albeit slowly. An official agreement was signed in spring 2010, and now Ban Ki-Moon has cited potential areas for cooperation, including anti-drug and anti-terrorism efforts, as well as support for peace and stability.

This certainly means progress. But it also means a new challenge: the CSTO still has to grow into a fully-fledged military-political alliance capable of performing its declared functions.

The main U.S. economic goal hasn't changed: prodding China to move faster to let its currency rise in value against the dollar. That would make U.S. exports cheaper in China and Chinese products more expensive in the United States. It also would help narrow America's trade deficit with China, its largest with any country.

When the talks started, Treasury Secretary Henry Paulson, a former head of Goldman Sachs, lectured Chinese officials on how much better their economy would perform if they eased controls on their currency and financial markets.But the Chinese emerged from the global financial crisis in better shape than other economic powers, largely because of their highly regulated markets. In doing so, and in growing far faster than the U.S., Beijing has gained economic influence.

"The global financial crisis changed the dynamic of the relationship substantially," said Nicholas Lardy, a China expert at the Peterson Institute of International Economics. "It increased China's confidence on economic issues."

While Geithner said last week that the U.S. would press China to accelerate efforts to revalue its currency, the yuan, he also sounded a conciliatory tone. He noted that the yuan has risen in value by 5 percent since last June, and even faster once inflation was taken into account.

Geithner said it was encouraging that Beijing was starting to endorse the U.S. view that a faster appreciation of the yuan would help China choke off inflation, which the country's escalating growth has stoked.

A softer approach on China's currency wouldn't seem to please American manufacturers. They contend that China's currency is undervalued by as much as 40 percent and they want Congress to approve economic penalties if Beijing doesn't move faster.

The U.S. trade deficit with China last year was a record $273 billion, one-fifth more than in 2009. The administration is considering filing new trade cases against Chinese practices that U.S. companies contend are unfair.

At the meetings, China is expected to raise concerns about the standoff between the administration and Congress on raising the government's $14.3 trillion borrowing limit. Geithner has told Congress that the U.S. could default on its debt if the limit isn't raised by Aug. 2.

"The Chinese are concerned about this issue because they hold a lot of U.S. debt," said Prasad. "The Chinese are astounded that the U.S. government would let the debate get to the stage where there is even a remote possibility of a default."

Keep in mind that the old texts show that the Church obligated European monarchies long ago.

NASA Banned From Working With China

To push mankind deeper and deeper into space, more expensive and ambitious missions are needed. Therefore, international collaboration is sought after to share the load. For NASA, however, China won't be a part of any joint scientific endeavor for the next fiscal year, at least.
As noted by Forbes blogger William Pentland last week, and reported by the American Association for the Advancement of Science's (AAAS) Science Insider blog in April, a clause included in the US spending bill approved by Congress to avert a government shutdown a few weeks ago has prohibited NASA from coordinating any joint scientific activity with China. The clause also extends to the White House Office of Science and Technology Policy (OSTP).

The short two sentence clause was included by Rep. Frank Wolf (R-VA) to prevent NASA and OSTP from using federal funds "to develop, design, plan, promulgate, implement or execute a bilateral policy, program, order, or contract of any kind to participate, collaborate, or coordinate bilaterally in any way with China or any Chinese-owned company." This clause would also prevent NASA facilities from hosting "official Chinese visitors."

Wolf, a long-time critic of the Chinese government, chairs a House spending committee that oversees several science agencies.

This clause comes at a time of heightened tensions surrounding accusations of cyber-attacks and espionage from the People's Republic of China on U.S. Government agencies and US companies. Wolf's office computers were hacked in 2006 and the FBI confirmed the hacking source was located in China, so he has personal experience of this vulnerability.

Europeanizing American Space Activities by Stealth

Obama is proposing to bind the US by executive order to a European "Code of Conduct" for space activities that would stifle missile defense and open the US commercial space industry to the prying eyes of competitors.


In the name of better managing the celestial environment, the Obama administration seems to be on the verge of imposing new international constraints on the American space establishment, without consultation with the Senate.

Sources in the arms-control community inform me that, as part of its National Security Space Strategy released a couple months ago, the White House plans to sign an executive order soon that will compel both the US military and commercial space industry to comply with the European Union “Code of Conduct” for space activities.

The proposed code is partly a response to the Chinese test of an anti-satellite weapon in early 2007, which created a huge mess in low earth orbit. Such concern was further heightened by the accidental collision between an Iridium communications satellite and a derelict Russian satellite a little over two years ago.

Originally drafted in 2008, with a revision last September, the code seems innocuous enough at first reading, basically forbidding the destruction of satellites and generating debris in low earth orbit. Among other things, it is an attempt by space arms controllers to accomplish what they have never been able to get by formal treaty — a limit on space weaponry. An actual anti-satellite ban has been criticized as unworkable and unverifiable, so instead, they drafted up “rules of the road,” a series of best practices for operating in space.

Historically the US, and particularly the Department of Defense, has opposed any treaty banning space weapons, for two reasons. First, there is no current perceived threat of in-space weapons or space-to-ground weapons and hence, no need for such a treaty. United States unfolding missile defense in Europe de facto says Rogozin

The United States is already deploying its missile defense system in Europe without waiting for an agreement with Russia, Russia's envoy to NATO Dmitry Rogozin said. (emphasis added)

Romania announced on Tuesday that it had reached an agreement with the United States to deploy a U.S. missile interceptor system at a disused Soviet airbase on its territory. Moscow then issued an urgent request for legal guarantees from the United States that its missile shield will not target Russia's strategic nuclear forces.
"We have seen once again that the United States plans to unfold its system de facto without waiting for the end of [missile defense] talks with Russia, as the situation with the treaty with Romania shows," Rogozin told journalists after an ambassadorial-level NATO-Russia Council meeting on Thursday.
Rogozin said earlier on Thursday that Russia would cooperate with NATO only on a joint European missile defense network project, but will not be part of a U.S. missile defense in Europe.
Russia and NATO agreed to cooperate on the so-called European missile defense system at the Lisbon summit in November 2010. NATO insists there should be two independent systems that exchange information, while Russia favors a joint system with full-scale interoperability.

Pakistan tells Afghanistan to 'dump' America and ally with China


Gilani asks Karzai to dump US and ally with China

Washington, April 27: Pakistan Prime Minister Yousuf Raza Gilani has asked Afghan President Hamid Karzai to dump United States and instead align with China for help in striking a peace deal with Taliban and rebuilding the economy, a media report has claimed.


"The pitch was made at an April 16 meeting in Kabul by Pakistani Prime Minister Yousuf Raza Gilani, who bluntly told Afghan President Hamid Karzai that the Americans had failed them both," the Wall Street Journal reported quoting senior Afghan officials familiar with the meeting.

"Karzai should forget about allowing a long-term US military presence in his country," Gilani said, according to the Afghan officials.

The Journal reported that Pakistan's bid to cut the US out of Afghanistan's future is the clearest sign to date that, as the nearly 10-year war's endgame begins, tensions between Washington and Islamabad threaten to scuttle America's prospects of ending the conflict on its own terms.

The report was immediately denied by Pakistani Ambassador to the US Husain Haqqani.

"Reports claiming Gilani-Karzai discussion about Pakistan advising alignment away from US are inaccurate," Haqqani said in his tweet message.

The news report comes within days of publication of secret US cable, released by WikiLeaks, in which top US officials have been quoted as saying that Pakistan's spy agency ISI is a terrorist organization.

"Afghans in the pro-US camp who shared details of the meeting with The Wall Street Journal said they did so to prompt the US to move faster toward securing the strategic partnership agreement, which is intended to spell out the relationship between the two countries after 2014," the daily said.

"The longer they wait the more time Pakistan has to secure its interests," one of the Afghan officials was quoted as saying.

"Pakistan would not make such demands. But even if they did, the Afghan government would never accept it," Karzai's spokesman Waheed Omar told WSJ.

However, US officials are not taking such development very seriously, the daily reported.

"The US officials sought to play down the significance of the Pakistani proposal. Such overtures were to be expected at the start of any negotiations, they said; the idea of China taking a leading role in Afghanistan was fanciful at best, they noted," it said.

"Yet in a reflection of US concerns about Pakistan's overtures, Commander of the US-led coalition Gen. David Petraeus has met Karzai three times since April 16, in part to reassure the Afghan leader that he has America's support, and to nudge forward progress on the partnership deal," the Journal quoted Afghan and US officials as saying.

Gilani led a delegation of Generals and intelligence chief to Kabul in mid April.

Afghanistan will join SCO - eventually

The documents approved at the Shanghai Cooperation Organization's foreign ministers' meeting in Almaty, Kazakhstan, on Saturday all highlight Afghanistan. The regional organization believes its development will heavily depend on that country, where a drawdown of US and NATO troops is in the offing.

Their leaving will change the region, but it will not necessarily become safer or more understandable.
Scenario

The SCO is a powerful political organization that works year-round at many levels, from high-powered summits to student meetings. It is a classic regional organization similar to ASEAN in Southeast Asia or Mercosur in Latin America, with meetings bringing together heads of state and government, ministers of defense, ministers of culture, heads of antinarcotics agencies and even bankers. It also has programs aimed at creating a common security and cooperation space in Central Asia.
The SCO member-states - Russia, China, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan - are all regional or neighboring countries.

The SCO Council of Foreign Ministers usually meets shortly before the organization's summits. This year it met to approve the scenario for the SCO summit which will be held in Astana, Kazakhstan's new capital, on June 15. Such meetings usually discuss the organization's plans for the coming year rather than the final documents.

India, Pakistan, Iran and Mongolia all hold observer status at the SCO, which has so far kept Afghanistan at arm's length, although President Hamid Karzai attends its summits as a guest.
Events in and around Afghanistan actually led to the establishment of the SCO in 2001, after a number of meetings between the leaders of the countries located along the former Soviet-Chinese border.

Their goal was to make the border safer and relations in the region more predictable. By summer 2001, they all faced a common threat: the Taliban regime in Afghanistan. This helped cement their relations and led to the SCO's formation.
Many years prior to that, in 1967, Southeast Asian nations created ASEAN to ward off the Communist threat coming from China and its "cultural revolution."

In the summer of 2001, Taliban preachers freely crossed the border into Uzbekistan and Tajikistan where subversive organizations were created and the threat of terrorists seizing power in each of the two countries became palpable. Three months after the SCO was founded, the United States was hit by the worst terrorist attack in its history. The situation across the region changed radically after Washington decided to send troops into Afghanistan to fight the terrorist threat.
