I heard a rumor...

That somebody, I don't know who, is planning on sinking a oil tanker or two somewhere in the middle of the straights at Istanbul. Supposedly to block Russian shipping and warships.


Why in the hell would anyone want to do that? Makes no sense.

Russian border service to set up network of Arctic monitoring posts

The Russian Federal Border Agency plans to establish a monitoring network in the Arctic, from Novaya Zemlya to Wrangel Island, the FBA first deputy head said on Tuesday.
"This will ensure effective control over the Arctic," Col. Gen. Vyacheslav Dorokhin said.
The Northern Sea Route is currently controlled from the air, at sea and along the coast, he said.

Clinton confirms plans for missile base in Poland

US Secretary of State Hillary Clinton has confirmed Washington's plans to deploy missile defenses and Air Force units in Poland.

World's largest rocket production base takes shape in north China

The world's largest design, production and testing base for rockets is being built in north China's Tianjin Municipality, Liang Xiaohong, deputy head of the China Academy of Launch Vehicle Technology, told Xinhua Thursday.

The first phase of the rocket industrial base in Tianjin's Binhai New Area will be completed within the year. Rocket parts will be designed, manufactured, assembled and tested at the base, Liang said.

Twenty of the 22 plants have been completed, and some of them are ready for operation. The base is designed to meet China's growing demand in space technology research and development for the next 30 to 50 years, he added.

By integrating the industrial chain, the base will be able to produce a whole spectrum of rockets of different sizes and types for China's moon probe project, space station and other projects, he said.

China's new rockets, including Long March IV, will be designed and manufactured in the 200-hectare base, he said.

Double-digit rise for China's military spending

China announced a renewed double-digit hike in military spending on Friday after funding slowed last year, but insisted the nearly $92 billion outlay posed no external threat despite concerns abroad.
The defence budget will rise 12.7 percent in 2011 to 601.1 billion yuan ($91.7 billion), said Li Zhaoxing, spokesman for China's national parliament, citing a budget report to be submitted to the rubber-stamp legislature.

Indian defense budget gets 'hefty' rise

India raised its defense budget by more than 11 percent in the face of China's growing military might.
The increase to $36.5 billion for 2011-12, from $32.74 billion this year, includes a 12 percent boost in capital spending for equipment and services.
From next month, capital spending will rise from $13.33 billion this year to nearly $15.4 billion, Indian Finance Minister Pranab Mukherjee said in his presentation of the budget to the country's Parliament, the Lok Sabha.

N. Korea launches electronic attacks on S. Korea
Seoul confirmed Monday that North Korea has been trying since Friday to jam communications signals across the border, where the US and South Korea are holding a major joint military exercise.
Signals are being emitted from near the North's border city of Kaesong to disrupt navigational devices using GPS (the Global Positioning System) northwest of Seoul, the Korea Communications Commission said.
They caused minor inconvenience on Friday and Saturday, it said, while weaker signals are ongoing.
"Intermittent (GPS) disruptions are still continuing, although signals are weak," the commission said in a statement, adding that it was working with government agencies and security authorities to counter the jamming.
The South's defence ministry confirmed the intermittent failure of GPS receivers last week, but refused to give details for security reasons.
It was not clear whether the disruption caused problems to the war games.

The jamming on Friday and Saturday coincided with cyber-attacks on the websites of about 30 key government agencies and financial institutions in South Korea. The origin of those "distributed denial-of-service" (DDoS) attacks is not known.

The Korea Communications Commission said more than 77,200 zombie computers were mobilised for the latest attacks, and viruses had destroyed the hard discs of 114 of them.

'Spectacular' cyber attack hits French government
The French finance ministry has shut down 10,000 computers after a "spectacular" cyber attack from hackers using Internet addresses in China, officials and reports said Monday.
The hackers were hunting for documents relating to the Group of 20 (G20) developed and developing nations, which this year is led by France, said Budget Minister Francois Baron, adding that a probe was under way into the attacks.

UK scientists warn of 'dangerous over-reliance' on GPS
Developed nations have become "dangerously over-reliant" on satellite navigation systems such as GPS, which could break down or be attacked with devastating results, British engineers said Tuesday.
The Royal Academy of Engineering said the application of the technology was now so broad -- from car sat-navs to the time stamp on financial transactions -- that without adequate backup, any disruption could have a major impact.

Tokyo governor seeks nuclear deterrent for Japan
The governor of Tokyo has called for his country to build nuclear weapons to counter the threat from the rise of China.
Tokyo governor Shintaro Ishihara said Japan was surrounded by nuclear-armed "enemies" including China, North Korea and Russia.
"People talk about the cost and other things but the fact is that diplomatic bargaining power means nuclear weapons," he told British newspaper The Independent.
Mr Ishihara says if Japan built nuclear weapons it would have more regional clout and would not be humiliated by a rising China.
The right-wing governor of the city of 13 million people is known for his controversial remarks.
He once called gay people "abnormal" and older women who could not have babies "useless".
Japan is the only country to have been attacked with nuclear weapons, when US aircraft dropped atom bombs on Hiroshima and Nagasaki in 1945.
The country agreed not to possess, produce or introduce nuclear weapons in the wake of World War II.

Saudi Prince Turki bin Abdul Aziz Al Saud has warned the country's royal family to step down and flee before a military coup or a popular uprising overthrows the kingdom.

In a letter published by Wagze news agency on Tuesday, the Cairo-based prince warned Saudi Arabia's ruling family of a fate similar to that of Iraq's executed dictator Saddam Hussein and the ousted Iranian Shah Mohammad Reza Pahlavi, calling on them to escape before people "cut off our heads in streets."

He warned that the Saudi royal family is no longer able to "impose" itself on people, arguing that deviations in carrying out the religious concepts that make up the basis of the Saudi government "have gotten out of our hands," so that the opposition views our acts as "interfering in people's private life and restricting their liberties."

"If we are wise, we must leave this country to its people, whose dislike for us is increasing," said Prince Turki, advising Saudi officials to escape with their families.

Prince warns S. Arabia of apocalypse

Saudi Prince Turki bin Abdul Aziz Al Saud has warned the country's royal family to step down and flee before a military coup or a popular uprising overthrows the kingdom.

In a letter published by Wagze news agency on Tuesday, the Cairo-based prince warned Saudi Arabia's ruling family of a fate similar to that of Iraq's executed dictator Saddam Hussein and the ousted Iranian Shah Mohammad Reza Pahlavi, calling on them to escape before people "cut off our heads in streets."

He warned that the Saudi royal family is no longer able to "impose" itself on people, arguing that deviations in carrying out the religious concepts that make up the basis of the Saudi government "have gotten out of our hands," so that the opposition views our acts as "interfering in people's private life and restricting their liberties."

"If we are wise, we must leave this country to its people, whose dislike for us is increasing," said Prince Turki, advising Saudi officials to escape with their families.
