In the time it takes them to get back to port, you could have already checked for the stuff. BTW, the way your post was written, if I didn't know better, I'd say you work for the CG or some other government agency. Civilians don't call them "flotation devices" or "personnel." We call them lifejackets and people. "The Coast Guard is tasked with..." reads like the beginning of Chapter 6, paragraph 2, article 4.6 of the Coast Guard handbook.
