Actually this argument is a big FAIL. To distil water, "purify water" as you put it, the water needs be kept at a particular tempature because many substances turn into gas at a given tempature range. Not only that but as others have posted, burning and other means release elements into the air that then collect and become "rain".

Oil doesn't evaporate until it is boiled or burned. However, benzene in the oil evaporates. Could benzene collect and condense and eventually fall back to earth as a rain (mixed in with rainwater)?

There are multiple ways I know how oil can fall as rain, OP!

1 - Unburnt oil in ash clouds from oil burns
2 - Water Spout
3 - Wind Driven Oil Rain
4 - Oil Eruption into Atmosphere
5 - Hydrocarbons drifting in space
6 - Dumping it from a mode of transport
