Can't they still track the phone when it's off?


No, because it's neither sending a signal to a tower or powering a built-in GPS. And while they CAN be remotely activated, and used as listening devices, as of yet I'm fairly sure that they cannot be remotely powered on. However, pop the battery, it becomes a moot point.


if it is a listening device when remotely activated, then there has to be a signal going out. perhaps you mean if not remotely activated then no signal.

best thing is pop battery as said. i read when W made his taking off on his first trip to Iraq that they asked everyone in the press pool flying with them to pop their batteries out of their cell phones.

also read on a website that said even if you pop the battery out, say at a restaurant, then they know the cell numbers nearby at other tables and just listen in from there.
