Exactly, "Enroute" can be to any rendezvous and it never got there. Another French sub got there first. I remember a condition romeo but that was a transfer of the cargo between "Em" and and the unknown French submarine. We know the OP calls that GCP now. Mistral is a command ship it can operate from many theaters far away. Maybe this Mistral is close but its not in the Gulf.
