Ok, going to get off for a bit, I think the picture poster is on to something, electrical currents in the ocean can exist, the action of the salt water on dissimilar metals can induce current, ie the (zinc?) bars on a ships hull, to neutralize this. So if there is metal in the ocean, it may very well induce electrical currents.
