could the warning possibly be...affected assets as in French subs/ships in Gulf...to watch for US Navy to board and take over those ships...when evacuations of American citizens from the Gulf start?...or perhaps warning about evacuation of personnel on board French ships? Why else would they send a warning to the French ships, regarding American citizens' evacuations...I wouldn't think the French alone have enough assets in the gulf to stop a coup...interesting...just thinking out loud...

I think "coastal evacuations" means residents along the coasts, probably starting around New Orleans region. That the marines and army won't be there might not refer to USNORTHCOM which has already moved a large contingent of troops into that region. I would expect the Nat'l Guards to be deployed under Federal directive, probably under USNORTHCOM. My sinister suspicion is that the initial evacs will be of nursing homes, the infirm, and the pregnant, as a token show of political concern, while those who choose to remain in their homes will be permitted to do so IF the toxins will effectively doom them. I agree that the logistics of replacement of millions would be impossible, and would be considered a wasteful expense by the government.
Anyway, OP confirms the reality of an evacuation program which has already been in planning for several weeks. My concern would be that three more weeks of contact with those poisons in the air and rain will be irremediable for those who wait for the government to save them.

I Explain, ok. French suspect that your US navy will try a coup when US government ask citizens to leave coastal areas. French ships in area must prepare for this. I don't know if they want them to help the US navy, to standby and not get involved or to stop US navy.

Much of the Army, Marines, and US Air force and Air National Guard are deployed abroad. It might be considered a problem if they cannot assist in any domestic actions. Just guessing...
