this is getting serious. US politics making all the wrong decisions. US navy bringing forward couP.. we and russia not on board US navy plans for the Gulf of MEXICO. (watch Hawaii and watch jet propulsion laboratories geophysicist on the move)

So maybe op is saying they are bringing forward the perimeter in Mexico.
Just trying to piece the clues together..seems to fit in with what op is saying.
