The change in government has already been implemented over the past ten years. Your local "Council Of Governments" is the same thing as Continuity Of Government, where a corporation (the local council) controls funding of infrastructure projects. Basically, all that your local elected officials are voting for is whether to implement a leash law for pets and which days of the week the land fill is open.

Forced zoning is controlling property assessment for tax purposes and if "they" want your property, tptb will tax you out of it. Our local citizens would not stand up to this change over to fascism, trying to be "nice" and properly follow the laws. A lot of them will not understand when they get a property tax bill that they cannot afford to pay and end up paying rent somewhere to a Chinese landlord.
