OP: Regarding those sailors who died after contact with the organism, you spoke of dark pigment. Did you mean that the dark skin races were affected fatally while white skin sailors just got sick at a later date? Did any light skin men die from it? I realize racial questions are sensitive, but IF there is a racial issue here, it benefits us to address it honestly.

According to Nurse Schmidt, studies have found that bio-films are rapidly colonized (p. 97) by other Gram-negative bacteria - including those known to infect humans.
