I feel that there ARE two different 301 directives or protocols.
one is international, one is in the USA.

301 Biological hazards handling protocols (international)

301 Extinction event protocols. (US)

The second one is the one that has such a high classification.


301 Delivered Extinction Event Protocols. DEEP
301 Active National Threat Intervention. ANTI

Next is FREEZE. FREEZE is probably a group that implements the above modifying DEEP and ANTI operations. Therefore a military/intel operation.

Fast Reaction Extinction Event Zone Engagement. FREEZE (Still have some issues with this acronym)

Operation ANTI FREEZE is what the organization will do to uickly react to developing extinction events. Try to intervene, contain, and disable/destroy. That is probably the elements that we read from OP going out to stop splashzones.

Operation DEEP FREEZE is what the organization will do if the event cannot be stopped or contained by ANTI protocols. The event is DELIVERED. In other words, try to at least save the human race.

If any of this was real or close to the right acronyms, this indicates that BP was involved in a concerted plan to eliminate human occupation of the gulf. China is following a extended try at taking over withut firing a shot.
This also indicates the Chinese weapon (if they have the kind that I am thinking of - directed energy) has minimal effects on humans, thereby causing them to enlist the aid of key elements of the British government, BP, and the US government to enact this disaster. BP may have originally thought that the mutated part of the organism was not horribly deadly, and it would have just made the gulf uninhaabitable. I don't know.
