Where is the $20,000,000,000 (twenty billion dollars)?

BP agreed with the US government to put up this money to help compensate for damages. BP stockholders are still receiving dividends.

The twenty billion is badly to needed to do the research to come up with a solution to this mess. The US government agencies supported BP in the Gulf disaster because BP officials agreeed to the payment.

Where is the money?

Earlier on... the nerve of BP astounds me, this funding was not for the physical problems the Gulf residents are having, no, it is for their behavior health???
