Looks like something's being turned on at 4pm and off at 4am at a low frequency and the bands are appearing where the harmonics of the generated 'tone/s' are...

Do you notice the middle of the 3 rd row from bottom. Has dots organized in a Morse and or Binary manner.

Something definitely being turned on.

Without images/explanations from previous activations I wouldn't know... maybe that's the 'baseline' tone? Maybe it's some sort of modulation... ? It would be an extremely slow method of communication...
