I dont think TPTB "know" where the new poles going to be or how many there will be before they possibly settle in 2 new poles,
but they know this scenario belongs to the possibilities,
and YES I do think they try to influence the formation and spots themselves. They cant totally control it, coz its a complex system linked with our whole solarsystem and even influences from outside it. It is never ever possible to control 1 planet in its totality, coz this would lead to destruction of continents [like Atlantis] or even the whole planet like happened to Marduk, which ended up as the hammered asteroid belt ....

Yes , I do think that a "controlled"/provoked magnetic-point would be an advantage to that nation ...
Nobody knows how much any pole is going to move or shift, that could be a few percentages, but also a 45 degree change. In such a case the GOM could be covered by ice ... but with creating a dynamo [which generates warmth, magnetism and gravity] they would prevent certain eventualities. Besides, with creating an algae-reservoir of the GOM they make sure that in hard icy times there would be FUEL and PROVISION (algae can be used to make food and all kinds of other resources from). THUS : a major strategic advantage !

In my opinion are the magnetic anomalies at the poles a cause of many factors.
Pole-shifts (and possibly also a reversed rotation) are normal occurrences in the history and life-cycle of planet Earth, even on other bodies in this solarsystem.
I do agree that machines like CERN and the large oscillation stations, and HAARP-stations, etc ... play a major part in affecting or provoking anomalies.
Vostok is a special place, with special circumstances ...
But just like BHD do I think that it is a safety-vault, a possible re-set point. Vostok is in my opinion CRUCIAL for the healthy future of Earth !
