Can HAARP manipulate time?
Well according to physicist Dr.Fran De Aquino it can, especially once the HAARP Network is completed... that is when the Antarctic facilities are finished.

A brilliant physicist published a revolutionary paper citing 30 other scientific papers that reveal HAARP has incredible powers far beyond what most investigators of the high frequency energy technology suspect. De Aquino hasn't developed a death ray or obtained secret launch codes to the world's nuclear missiles. He's done something potentially much worse: he's spilled the scientific and technological beans of the greatest secret in the world: the ultimate purpose of HAARP.
HAARP (High Frequency Active Auroral Research Program) now has installations criss-crossing the world and extends from pole-to-pole. The Antarctic facilities are near completion.

De Aquino, whose paper High-power ELF radiation generated by modulated HF heating of the ionosphere can cause earthquakes, cyclones and localized heating, lifts the veil hiding the HAARP wizards—and unlike the erstwhile Wizard of Oz, the HAARP wizards have some real power at their disposal.

The physicist's scholarly work—citing 30 other scientific papers, many peer-reviewed—reveals much more than the incredible title the paper promises.

HAARP can manipulate gravity

Most researchers of HAARP suspected for some time that the technology can trigger earthquakes and ignite hurricanes. De Aquino's paper tends to confirm those suspicions, but goes farther.

Utilizing high frequencies, he says, HAARP can modify, even control gravity by blocking gravity waves locally.

De Aquino claims heavy objects can be moved, even transported by creating "gravitational shieldings." But, the scientists stresses, HAARP can do even more.

The ELF technology can generate "Gravitational Shielding Mantles which are made by layers of high-dielectric strength semiconductor sandwiched by two metallic foils and insulation layers. The Gravitational Shielding Mantle can be made so that it is only 1 millimeter in thickness."

De Aquino's contention is actually supported by the experiments of another physicist, Dimitriou Stavros from the TEI-Athens, Deptartment of Electrical Engineering in Greece. Stavros successfully demonstrated an electromagnetic interaction with the gravity field.
Yet, most astounding of all, De Aquino asserts that the ultimate power of HAARP is its capability to warp time.

Time dilation, a relativistic effect described in Einstein's Special Theory of Relativity, is created by mass approaching the speed of light and affecting gravity by warping space-time.

HAARP can control space and time

De Aquino's paper shows that when subjected to a uniform ELF electromagnetic field, mass can be transitioned to a different time relative to outside observers. It is done artifically and at will.

The analogy he draws envisions an ocean going vessel. He explains the ship "...is made of steel. When subjected to a uniform ELF electromagnetic field, with intensity and frequency the ship will perform a transition in time to another time. It is important to note that the electromagnetic field, besides being uniform, must remain with the ship during the transition to the new time. If it is not uniform, each part of the ship will perform transitions to different times in the future. In order for the electromagnetic field to remain with the ship, it is necessary that all the parts, which are involved with the generation of the field, stay inside the ship. If persons are inside the ship they will perform transitions to different times in the future because their conductivities and densities are different."

Remarkably, that is almost the exact scenario described by the alleged witness Carl Allende of the Philadelphia Experiment. Now widely regarded as a fabricated story, the early 1940s U.S. Navy experiment allegedly codenamed Project Rainbow never actually took place.

Believers of the story, however, claim that famed inventor and electrical genius Nikola Tesla assisted in the experiment that involved a naval escort vessel named the USS Eldridge. The purpose was to create invisibility, but ended tragically when the ship was spatially transported and parts of it were trapped in temporal anomalies.

It's strongly suspected that much of the HAARP technology is Tesla's work—updated and improved—and built upon the latest 21st Century scientific knowledge.

So, just what will HAARP be used for? Weather wars? Triggering geophysical events? Manipulation of gravity? Warping space-time? Some think the technology is already driving people mad.

"When magnetic fields of opposite polarity collide and merge, they unleash a torrent of energy. The process, known as magnetic reconnection, can cause flares on the Sun and magnetic storms and shimmering auroras on magnetized planets with substantial atmospheres, such as Earth, Jupiter and Saturn.

Now scientists have discovered that magnetic reconnection also happens on Venus, a planet with no intrinsic magnetic field. The finding, reported today in Science, suggests that magnetic reconnection may generate auroras on Venus, and could have contributed to the loss of a thick, water-rich atmosphere that scientists believe surrounded the planet during its early history, some 4 billion years ago. The discovery suggests that explosive magnetic activity is likely to be a common feature of planets everywhere, says study author Tielong Zhang, a planetary scientist at the Space Research Institute of the Austrian Academy of Sciences in Graz. Magnetic storms on planets outside our Solar System, known as exoplanets, might occasionally generate radio signals that are strong enough to be detected from Earth, other researchers suggest. Zhang and his colleagues analyzed data from the European Space Agency's Venus Express spacecraft, which has been in orbit around the planet since 2006. Their aim was to find the signal of magnetic reconnection in Venus's magnetotail, the comet-like tail that forms on the side of the planet facing away from the Sun when the magnetic field carried by charged particles in the solar wind passes around the planet. The data revealed a looped, magnetic structure called a plasmoid in Venus's magnetotail, similar to an eddy created by a rock in a stream. This "is a strong indication of magnetic reconnection", Zhang says, because it is known to be a sign of the phenomenon on other planets.

On a planet such as Earth, the tension between the opposing poles of the magnetic field aids reconnection. The discovery that Venus has magnetic storms too shows that, even without such a field, a planet can act as an anchor that helps the solar wind to reconnect with itself, says astronomer Jonathan Nichols of the University of Leicester, UK. The study indicates that magnetic reconnection "is an active process around more cosmic bodies than previously thought", whether or not they have their own field, Nichols says. A similar kind of reconnection, governed by the solar wind's magnetic field, is thought to occur in the tails of comets. Reconnection sometimes causes the tails to snap off and fly into space, as seen in 2007 with Comet Encke. In that respect, "Venus behaves like a big comet", with reconnection lofting charged particles from the planet's atmosphere into space, says astronomer Philippe Zarka of the Paris Observatory in Meudon, France. Just as the solar wind erodes a comet's tail, it may have also gradually detached molecules, such as water, from Venus's atmosphere. Zarka suspects that for planets outside the Solar System, only those with their own magnetic fields might produce energy bursts strong enough to be detected across interstellar distances of tens to hundreds of light years. New radio telescopes, such as the Low Frequency Array (LOFAR) in the Netherlands, might be able to pick up the strongest exoplanet radio emissions, says Nichols. The new study is one of the first to map methane seeps over large areas.

Scientists documented the seeps they found, using carbon-dating to determine the age of methane released at the sites. Seep sites in Alaska tended to occur where permafrost is thawing or at the edges of receding glaciers. In Greenland, the scientists found seeps in places where glaciers have retreated over the past 150 years, since the end of the Little Ice Age. The researchers calculate that methane seeps in Alaska alone are releasing 250,000 metric tons of methane into the atmosphere each year, 50 to 70 percent more than previously estimated.

Scientists with the Antarctic Climate and Ecosystems Cooperative Research Center in Australia had seen the picture, taken by the Moderate Resolution Imaging Spectroradiometer (MODIS) instrument aboard the Terra satellite, and thought it could indeed be a phytoplankton bloom, if an unseasonal one.
Blooms are not unusual in Antarctica and have been reported before, but usually at a different time of year (early December)," Jan Lieser, a scientist with the group, told NASA spokespeople in an email.

Luckily, Lieser's colleagues aboard the vessel Aurora Australis were in a position to do just that. The ship was on its way back from Mawson Station, one of three permanent Australian bases in the Australian Antarctic Territory of East Antarctica, to Hobart, Tasmania, and was able to stop by the area of the swirls and take samples.
"Reports from the ship as it was sampling and traversing through the bloom indicate that the region was covered by small pancakes of sea ice with algae visible on the sides and undersides, apparently floating in a sea of greenish brown," Lieser said.
The samples are due back in Hobart later this month, and will help scientists learn more about the swirls, including identifying the algae's species.

Your key word dr is 'reaction'. I think we are seeing reactions to things that have been done that have the capability of massively disrupting the balance of things here on this planet.

Polution and raping the planet of it's resources is one thing, but creating a selfreplicating synthetic form of life could undermine the total biosphere, planet included.
