rEMP = implosive procedure, created photonically, resulting in an energy vortex.
An rEMP device cannot be controlled, especially within an atmosphere of a planet, and depending on frequency lock, will result in ALL magnetically and mechanically generated electricity being totally absorbed.
"Planes wont fly right" isnt the half of it.
Given the earth's atmospheric tampering, and modification, creating a photonically generated rEMP will render all technology impotent.

Surely anyone with the tech to do this would know what frequency they would set this thing off at, and what possible effects it might have? The planes thing is starting to dig at me, and some folks I hang with, as more and more are seeing them drop out of the sky in dreams and waking visions. And it happens for no apparent reason. By uncontrollable, do you mean it cant be directed at a singular point? As was possibly done to the astute? Are you implying it has a broad effect maybe? Very interested to hear some more on this.
