I have him subed in YT. He did a good job with intel on the Hutree militia crackdown event not too long ago. [link to www.youtube.com] It would seem to me that the adjacent states to the gulf would be in a better position to be "advised" and such. [to include, but not limited to: AR,TN,GA ] In addition, many states have mountains of abandoned homes. I think Ohio, Michigan, and Arizona to name a few [sorry if im wrong on this, my mind is hazy on which states exactly have many abandoned homes] would be better suited to take in evacuees. JMO.
