Two world wars, the Federal Reserver Act, the great Depression, Hiroshima/Nagasaki, Korea, Watergate, Vietnam, Cold War, Gulf War, Iraq War, dollar value plummet, incredible job losses, horrible medical industry, a gutted constitution... Should I keep going here? Obviously, not all of these were the complete fault of the presidents, but the absurdity of saying any of them did anything to prevent these, or good enough to earn them a spot in the top 20, is at worst, ludicrous.
